Oswego, Ill. (April 11, 2017) — Community Unit School District 308 has received notice that its English Learners (EL) programming is in full compliance with Illinois School Code. Director of English Learners Theresa Ulrich received an email from the Illinois State Board of Education confirming that the district is in full compliance with all 45 indicators used for EL programming set by the Illinois School Code.

“We are thrilled to have received news from the Illinois State Board of Education that our EL programming is now in full compliance with the school code. It speaks volumes about the hard work, dedication, and accomplishments of our teachers, staff, and building and district administrators,” Executive Director of Teaching and Learning Dr. Lisa Smith said.

As part of ISBE’s five-year cycle of monitoring school districts with EL programming, the Division of English Language Learners (DELL) found in 2016 that District 308’s EL programming had shown significant improvement, but still needed to increase its level of implementation for full compliance.

With the implementation of new Illinois Learning Standards, ISBE DELL raised the bar for how school districts are measured on the success of EL program implementation.

“Despite this new rigor in DELL’s evaluation process, District 308’s EL programming showed significant improvement between 2011 and 2016 and is now in full compliance,” Ulrich said. “This is the culmination of a lot of hard work.”

The nine themes of EL compliance are:

  1. Identification of Eligible Students
  2. Student Assessment and Language Acquisition Services
  3. Program Structure
  4. Curriculum and Instruction
  5. Access to Services
  6. Personnel Qualifications and Professional Development
  7. Rights of Parents and Community Engagement
  8. Program Evaluation, Student Records, and Data Management
  9. Participation of Private Schools
